Cameron Music is offering a selection of tracks for free use in commercial projects. Some of the suspenseful tracks are pretty good, others are kind of midi sounding but all useful for low budget type projects.

I had seen the Purple Planet website a few years ago when they were selling their music and just noticed that all of their music is now free for website type uses (including Youtube) with only a credit to the composer in return.
They also ask for donations but it is not required. The music is pretty cool too, check it out…

Found this page today offering 93 free music clips available for use in podcasts (and I imagine other non-broadcast type uses) on the Indiana University website.
The quality of the clips is questionable, very Garageband sounding, but there are quite few gems in there if you look hard enough

Free Royalty Free Music, here is a collection of “Copyright Free” music clips from Josh Levine available free for any type of use as long as you credit. I doubt they are actually “copyright free” as that would mean that Josh no longer owns them and he would not be able to request a credit for them. I’m pretty sure he means “royalty free”.
There are 19 tracks in this collection of varying quality. With titles like “One Hour Garageband Tune #1″ you might get an idea of how they were recorded.

Funky Blues Guitar Solo
Here is this week’s free royalty free music clip. It’s actually just me practicing my blues chops over a bass line and a drum pattern from Strike (drum plugin from digidesign).
There’s no real ending for it but there’s enough of it to edit and and use what you need:

I found some more free royalty free music clips today available from Purple Planet.
They have a variety of genres available like calm, dramatic, jazzy, blues, mystery, horror and comic.
Their website states:
"All the music here can be used essentially for free (though we appreciate a small donation) for any type of film production or web presentation (youtube, podcasts, blogs etc). This includes revenue-generating, commercial uses."
Check them out if you need free music, it all sounds pretty good.
